How BIAs Work!

  • Self-Funded: BIAs are typically funded through a self-imposed special levy or tax added to the commercial and industrial property taxes of members within the designated district.
  • Governance: They operate as local boards or non-profit entities governed by a volunteer Board of Directors or Board of Management elected by the membership and appointed by municipal council.
  • Umbrella Networks: In Ontario, local groups coordinate through statewide networks like the Ontario Business Improvement Area Association (OBIAA).

Core Activities

  • Streetscape Beautification: Installing custom lighting, street furniture, flower planters, banners, holiday decorations, and sidewalk treatments.
  • Marketing & Promotions: Hosting local street festivals, seasonal events, walking tours, and joint advertising campaigns to draw shoppers.
  • Maintenance & Safety: Supporting graffiti removal, clean street campaigns, garbage management, and crime-prevention initiatives.
  • Business Recruitment: Working with property owners to reduce vacant storefronts and maintain a healthy mix of local shops and services.
  • Advocacy: Acting as a collective voice for local merchants when communicating with city councils and municipal department
